Where is Cindy?

I imported from my own Laxius ii, and am halfway through iii, but I can't seem to find or even remember Cindy, who is important in some quests. What am I missing? (Have Random, Luciana, Daryl, Wendala, Sarah, Herasia, Guanidia, Rosa, Alexandra, Broff, Petula, Angelina, Lilly, Alexander, Brussian, Fierce, Sieman, Adon, Oglong, Cocka, Askhbar, Aaron, Nash, Timbany, Deuterium. ???

She is an optional character of Laxius Force II.

I kind of remember about how to get Cindy in Laxius Force 2. Do not quote me on the following and if I am wrong contact my lawyer:
Donate 5000 gold when the Rillia counter open
-Come back to this counter after Sarah gets the letter from her elders(You have Queen Luciana and Random in your party), Cindy should be running around.

she comes from the rillian counter ^^
