I must be very dumb, or doing something wrong, but I can't get any couples to fusion their skills in the Mage Guild.

I've tried having Luciana in every party. She's Level 88 at the moment. Random is Level 99. Sarah is Level 84.
Everyone else has lower levels. I've tried all kinds of party members in the team.

I ask the fairy for New Teaching/Combo of Power. But she never finds anyone who can learn this course.

Can this only happen at a specific point in the game, or after a certain Quest has been completed?

I don't think it happens very often. You just gotta come back and keep trying combinations.
Unfortunately I don't have a lot of notes on this.
