Is it on purpose that Frances has "Rabid Dog Prot." twice in her skill list, one time for TP, the second time for MP?

Yeah it means she can use either her MP, or her TP, to summon the dog for protection.

Okay, I just wondered that the MP one isn't in the spell list then.

Sometimes (but rarely) the rule TP -> skill and MP -> spell isn't verified.

Yes it kind of makes sense that the same thing can't be both a skill and a spell.

Yes, but since Random was "very far away" and someone suggested to play another team instead there must be SOMETHING!!!
And there's more about this game than I know just yet because on the very last screenshot you posted it says that there are 15 girls to be rescued, not 31. So there might be some unexpected things coming ...

Yes there's more but screenshots are sometimes WIP so don't rely too much on them for your analyzis.
Better to complete the game "fully" and see...
