Matching the number given after signing the petition to the ticket you buy is the key to winning. But I am going to assume there is a chance of them not matching in most cases.
Thanks to everyone who has contributed to this insane quest/task. I approached this from the perspective this is a game with variables, counters, etc. So, logic drove my success.
Here's what I did. Sorry for repeating previous players ideas.
My Lottery steps:
1. Give man 3 coins who only eats whitefish.
2. Sign petition upstairs in Inn
3. Gave JetSki guy 100 gold
4. Talked to Jeff, guy south (outside) of the lottery house.
5. Gave another coin to guy who only eats whitefish (I think I gave him a total of 5 coins) He gives Luck potion when you return with ticket (have flying saucer). This becomes Q24.
Enter the "Lottery Building" and;
6. Talked to Crystal Ball lady
7. Talked to 3 clowns.
8. Read "Live, Long, Luck" tablet next to black cat.
9. Talked to guy in front of purple Luck flame
10. Talked to girl just north of luck flame guy
Then;
11. Saved and used LUK boost from Q#3 instead of taking 50 coins.
12 Bought ticket (#240?) that matched petition number in top floor of inn.
13. 2nd Try got correct number
I did NOT pet the black cat(s). There were 2 cats in the room when I returned with winning ticket, so that hypothesis was not true. You do get a trip to Hermit Island that solves Q24.
I think each time you do something that increases your Luck, a counter increases your percentage to win. But maybe never to 100%?
And one other thing. After winning, I talked to a girl named Hanna (just to the left side of guy who tells me I'm the winner) who asked if she could be my girlfriend. I answered "yes" because I am not intending on finding Marlyn this playthrough because Caius is going to the Ice Shrine. Boy, I hope this was a good thing.
