Sarah's "Sniper" ability

It seems that I cannot use the "Sniper" ability, even when Sarah has 16 FR }the ability description states that 16 FR is needed) and bow equipped. Why is that? Am I missing something?
Update: It seems it does not work when Sarah has exactly 16 FR. Is this intended? Or is there just a wrong condition in the ability script?

That's very strange for sure. Gotta look into it.

I looked it up and it's written 16 as it should be. Really odd. Maybe she had an equipment altering that stat, have you tried to see if the same thing happens when she is without equipment?

Now it works normally for me.
I do not really know what was wrong before.

Do they have a rapier equipped instead of a bow?

The ability does not work without a bow.
I am aware of this.

having trouble getting Sarah's hyper attack to work - fixed it
