There is a house in Azan that has a pond inside. Check the pond.

Yep, the Royal Thermals, near the City Center.

In the Royal Thermals I'm underground in the sewer but still can't find the source of the frogs?

Not sure what could be causing this, to be honest.
Normally, If you have Louthros with you and Luciana and you've finished the frog quest with the God Slayers, the quest completes (after interacting with the sewer gate). I'm not sure if there's more to it, I sort of skipped the dialogue.

This one is important, though (and not easy).
