I am at Azan for the third and supposed to buy Shrine for 3,000 so I can complete Legend of Wisdom??

You get the offer to buy the shrine from the Guild of Indinera for completing quest 3. The quest to find the legend of Wisdom is quest 3 of the guild of benevolence

As you enter the shrine, insead of going inside, go around the left wall until you find a hidden garden.
