I assume DMG formulas with STA, DEF, etc in the equation relates to Enemy values.
I do not know what the various "states" represent in terms of specifics +/- data.
I did my best to verify there are no errors, so please post anything you find to the contrary.

Vital Energy (18MP): (+58% HP, +3TP) for full party
Death Legs (25TP): All Enemies Physical Hit [159+(DEX*1.25)-STA] / +9% K-O (Better if enemy is “Dizzy”)
Oscar
Rest in Pieces (38TP): Physical Hit [61+(ATK*5)-DEF] /+60% Infected / +Predator state for Oscar.
Wolfram (26TP): All Enemies Physical Hit (ATK*0.5)+(DEX*2.25)-DEF / +Fast state for Oscar
Sienna
Rejuvenation (13MP): Removes K-O from 1 ally / +25% HP / +80 TP
Electrical Vibes (35TP): Removes K-O from all allies / +25TP
Carla
Take note that "A New Faith" requires 2 TP-based skills whereas "Sun God" requires 2 MP-based skills at Lvl 70+.
A New Faith (21MP): +100TP for user only / +All party members gain +1 Use to all their Techs (only if above 0 uses?).
Sun God (25TP): Fire-based attack [DEX + (MP*5)-STA] / +Sun Techs get a boost equal to the user’s LCK (There is no way of verifying this IMO).
Salome
7 Cataclysms (36MP): All Enemy Fire-based attack [536+(LUK*2.5)-STA]
Scorpion Dance (30TP): 4 Random Hits/Foes at 200% DMG. Physical attack [55+(DEX*2)-STA] / +100% poisoned if enemy not immune.
Obviously, some of these advanced skills are incredibly powerful. For example, Rose's all party heal skill is the only way to heal the entire party unless you have an orb which are very rare drops.

removes Poisoned, Infected, Paralyzed / applies Buff, Ailment Block, Coal Coating
Avenger Kick (15TP): physical ATK. [(DEX*3) – STA] / +20% Demented
Huge hit if enemy is “Taunted”
Rodrigo
Kaboom (24TP): (DEX*5) / inflict Dizzy, Stunned, & Paralyzed 120%
Also restores Rodrigo’s HP equal to his LCK stat.
Victoryblade (32TP): 1 enemy. [(ATK*5) - DEF]
Higher DMG if enemy “Stunned”

inflicts 50% Stunned, 40% Demented
