can't get Back in to Ins. of Mod. Science

I'm trying to go back to the institute to finish the video games. when i get to the sign post it tells me i need 8 food rations.
I have 99 but it will not let me in. any thoughts?

What exactly does it say?
It says you need 8 food rations ... and then?

it turns me right back around. I did not get the gossip spell but did get the behemoth quest if that helps.

It's not so easy though cause I don't see what the game does.
You said it requires 8 food rations. Does it even give you the choice to go or not along with telling you about the food rations?
