how do i get the luby to join me is not joining me or do i got to do the isendra shrine first i am at lever 27 26 26 and i am using normal mode for the game cant i have him be fore i do the shrine or do i got wait until i do that first

Where exactly you are, as far I know, you talk to Isendur and she give you her.

i am at the shrine now so i got do the shrine first then get luby after the i do the shirne?

Yes, you'll get Luby after you've reached the inner most part of the shrine!
