Random already brought Wendala to Demetrio but he refused to take her. he said he will just contact random about it. Is this really the case or should it be right after talking to demetrio he would instantly take wendala?

He'll contact you after a bit, for me it was when I walked towards the throne room. It really is the case that he will contact you later.
