Is the orb of depth really a random drop from the Ocean Gaes by the airport? If so how random? I cannot get it to drop it at all! Thanks!

I have the Orb of Depth now but someone said it was from the Ocean Gaes but maybe I got it from the ghost? Which is it?! Thanks! I checked my save file and I had it before the Gaes so must be the latter.

If I remember correctly it's from the ghost, and the drop chance is pretty high.
