It has been several months but hopefully this will help a bit. Also, if you are playing for the first time, my suggestion is to enjoy the game and worry less about completing all the quests. I know of no one who completed all the quests on their first playthrough.
You cannot get back into Deckersville unless you had purchased a lottery ticket earlier in the game. That will let you go inside to see if you won. There are lots of posts here on what it takes to get a winning ticket. It sounds like you may not have bought a lottery ticket.
Here are my personal notes for Q#5:
You need to buy the frames the first time you enter Deckersville.
1. Talk with man in Pub to activate quest, 2. then read sign in general store, 3. then go find Tabatha in SE corner of fish market area.
When you return (with Genevieve), the sign will be gone, so she won't be selling them anymore. The latest version of the game has that.
Make contact lenses from recipe in witch's SR, then talk to the guy in Pub again.
Here are my personal notes for Q#8:
Read note in center room of SR in Deckersville (port City) for exact coordinates after flying saucer is found.
Energy potion can be found in this area.
Need to make Contact Lenses to do the next part with "maid"
Search area after killing Bucaneer and "She's gone" (maid) will be said by Caius. Return to Inn and report to upstairs lady at Deckersville Inn (need to reread poster at stairway), she just dismisses quest. Then return to hideout to search for body and main house and will find maid character who Caius threatens to take back to Deckersville. Gets signed document and other proof. Lady at Inn pays the $5k gold.
The quests in this game are perhaps the most difficult Indy has ever created. This forum became a support group for those of us who survived the game. I think most of us are also looking forward to the next 2 games of his being as difficult.
