I have 45 Food Rations under Items. The words are always dark and I can't use it.

I have no idea what Food Ration is for, and don't know why it is unusable.

I can find nothing to buy to revive a fallen character. I suspect Food Ration might be for that? Whatever it's for I don't understand why I can't use it.
