mushroom valley:
leave rillia from where you first came in
you will have to get the cat herasia at the library first, but you still need to get to the exit of rillia to trigger the conversation about collecting the cat

rearranging party:
press A

Just try to leave town. You'll be taken there automatically one you have Herasia. Party changing seems ot be disabled at that point in the game, but you'll get it back once you get to the valley.

head to the east

you may have to go south a bit before heading east.
