This is a very salty water that doesn't freeze easily. It even has about 10% vodka in it to make it even harder to freeze.

Wait...it looks like a...flower? They're looking for flowers in a snowstorm? +::O_o

It's going to look like that here (where I live) later tonight. As far as waterfalls freezing, salt content and also movement of water will slow down freezing, it's why the Niagara Falls (usually) still flows during winter.
