Cindy is in Rillia! I believe the 2nd time you go....hope this helps.

You must have donated a high quantity of money to the counter for her appear.

Just to clarify this, recruiting Cindy requires you to donate 5000 gold the first time you visit the Rillia Counter. This is done quite early in chapter 4.

Much later in the chapter, your party members will suggest you visit the counters again. This is the prompt that Cindy is available to recruit at the Rillia Counter. If you did not donate 5000 gold, she will not be there though.

i donated 5000 but she doesnt show up i gone there twice

How far have you advanced in the chapter then? Cindy won't show up at the counter until after the entire series of events that takes place at, and beyond, Snake Rock.

Popular opinion has been that donating 5000 gold, and then waiting to the appropriate point in time for her to show up were the only requirements to recruiting her. If you're absolutely sure you donated 5000 gold and have advanced far enough in the chapter; I have no idea why Cindy isn't there.

just before the fire and im called back on emergency but i dont see her

Ah, that's why you don't see her then. She won't appear in Rillia until you progress more in the game.

The fire emergency will happen around step #5 of the walkthrough, but Cindy cannot be found or recruited until much, much later in the game, at roughly step #32. So you can go ahead and play the game like normal for awhile and not worry about Cindy yet. If you donated 5000 gold, she should definitely be there later in the game.

You can also take a peek at the the walkthrough just to get an idea on where she may show up, just so you don't miss her

i ve been to rillia twice i thought she might of been in that chest i couldn t open in snake rock the one that luci says it needs something special to open it also i missed the abducted girl can i get back there and dose anyone know where these quest are Get Q170: [Mage Guild] alchemist contest
Get Q165: [Mage Guild] destroy sacjdil torture org
Get Q198: [Mage Guild] cure dying plant
Get Q179: [Fighter] find mrs bathory
Get Q168: [Mage Guild] find oxuralis thank you in advance and i m looking at walk thru and it don t give you any locations on some of these quest

Yes, the Alchemy Contest is later in the game.

The other four quests cannot be completed in LF2, hence why there is little information available about them. If all goes according to plan, those quests alongside the remaining LF1 quest; should be completed in LF3.

thanks to all your info i finally got her and i found the secert guild and when i went to leave the secert guild it wouldnt let me

The secret guild was one of those 'supposed to be in LF3' events that slipped into early releases of LF2. You'd probably want to download the game from here again to make sure you get the most recent version of the game.

As far as not being able to leave, that's probably because the area was unfinished and not intended to be in LF2. If you saved after you entered, and find yourself unable to leave; you might want to send Indinera a PM and see if he can sort your save file out for you.
